William Shirey

About
William "Joe" Shirey is an adjunct faculty member at Norwich University.
His career includes 15 years of senior level leadership and consulting experience in strategic planning, leadership development, program management, organizational analysis, metrics development, executive coaching, and process and product improvement. He is currently an independent consultant, and founder of ISE Consulting, a veteran-owned small business that provides consulting to commercial, government, and non-profit organizations. He previously was a senior strategic planning analyst for Lockheed Martin Corporation, providing direct support to the Director of Operations for the USAF Air Combat Command. Prior to consulting, Shirey served in the United States Air Force for 26 years as a fighter pilot. He commanded a fighter squadron and led organizations with responsibilities in operations, strategic planning, change management, and project management. Shirey has published several articles including "Sink or Swim: Surviving the Leadership and Organizational Challenges Caused by the Rapid Advances in Information Technology" and "The Frustration Phenomenon: Exploring Leader–Follower Relationships in the Information Age." He holds a PhD in organizational leadership from Regent University, a master of science in strategic studies from the U.S. Air War College, a master of aeronautical science from Embry Riddle Aeronautical University, and is a graduate of the U.S. Air Force Academy.
