About

Dr. Demeter is a core faculty member in Norwich University's Master of Public Administration program, Policy Analysis and Analytics Concentration. She earned her Doctorate of Philosophy (Public Policy) from the University of Maryland, her Master of Public Administration from Valdosta University, and a bachelor's degree in psychology from Carnegie Mellon University. She also earned a graduate certificate in management and technology – teaching at a distance, from the University of Maryland.

For over 12 years, she served with the Maryland State government, most recently as a senior policy advisor where she often developed and presented testimony before the Maryland State Legislature on the implications of proposed policy changes. She has also overseen more than 20 statewide programs, councils and task forces, many of which are related to violent death, injury, and public health data surveillance and evaluation systems. She has taught in the areas of research methods, evaluation, organizational theory, public policy, management, political science, and leadership. She has played key roles in the planning and administration of a web-based employee leadership training and retention program. She has made over fifty presentations at conferences across the country in the areas of research methods, evaluation, public policy and administration and the use of technologies in government, and has published numerous articles related to these areas. Her research interests are in the areas of health policy and voting processes.
