Julie Scribner

Julie Scribner has served with the Vermont State Police since January of 2001.  She is the Captain and commander of the Staff Operations section in the Support Services Division.  She was a road Trooper until 2008, when she began serving as a Detective Trooper, primarily investigating crimes against children.  She was promoted to Sergeant in 2010 and spent four years working as a Recruiter and Training Coordinator.  In 2014, Julie transferred back to the Criminal Division as a Detective Sergeant, focusing on death investigations and major crimes.  She was promoted to Lieutenant of the Internal Affairs Unit in 2017.  In 2019, she was promoted to her current rank as Staff Operations Commander.  In Julie’s current position, she oversees several operational functions of the Vermont State Police: the Office of Professional Development/Training Division, Internal Affairs, Assistant Staff Operations, and Office Professional Standards.  She served as a member of the Crisis Negotiation Unit and the Crime Scene Search Team.  Julie has been the Master of Ceremonies at the Vermont State House for the annual VSP Award Ceremony since 2006.  She instructs Ethics at the Vermont Police Academy and is Co-chair for the VSP Workplace Development Committee.  She is an active member of several Women in Law Enforcement groups, and a number of professional and non-profit organizations. 

Julie earned her Associate in Criminal Justice in 2008 from Community College of Vermont, her Bachelor in Criminal Justice in 2015 from Norwich University, and her Master of Public Administration in 2019 from Norwich University.

Julie has two adult sons, Thomas and Christopher, and is a grandmother to Tommy, Mackenzie, and Eddie.  She lives in Addison County with her two pitbulls, Jake and Cricket.
