About

Gregg Bailey has an extensive background in change management; leading change for non-profit, public and private organizations.

Prior employment includes founder and CEO of Elegant IT Solutions where Bailey helped organizations develop and implement their IT strategic plans, lead leadership development and mentoring, advised product development and placement as well as acting as an interim CIO. He spent 6 years as the Federal Competency Director with Deloitte Consulting LLC. His knowledge of change management, data center consolidation and operations, network design and deployment, IT services management, application development and deployment, coupled with his outstanding reputation and record of performance within the Department of Justice positioned him well to be a transformation agent. Bailey has successfully shaped agile and effective IT organizations that support the agencies mission. In addition to working with the Department of Justice and other federal clients, Bailey has been the Federal Lead for Cloud Computing within Deloitte.

While at Deloitte, Dr. Bailey provided pro-bono work for the non-profit National Law Enforcement Officers Memorial Fund. This is a small operation with only one IT headcount. Dr. Bailey worked with this individual to transform the way the Fund Managed, traced and solicited their contacts. The resulting database design and implementation gave the fund access to information they could not get before.

In his previous position as CIO, Dr. Bailey addressed strategy, organization, process and technology issues that impacted both the IT domain and key ATF mission domains. This included changing the culture of ATF IT into an agile customer service organization, as well as successfully handling a large managed services contract. He also relocated a data center, refreshed more than 7,000 desktops without interruption of service, dramatically improved the information security profile of the organization, and establishing a strategic planning process that is now being used by the entire Bureau.

Prior to his role at ATF, Dr. Bailey was responsible for IT assets of the Federal Bureau of Investigation (FBI). Specific relevant projects included an upgrade of the FBI communications infrastructure with more than 1,000 nodes, a refresh of more than 35,000 desktops worldwide, and a dramatic improvement to the IT Planning and Architecture function for the FBI.

Bailey is a recipient of the 2007 Presidential Rank Award – Meritorious Senior Professionals and Executives. This award is the top award in the Federal government for senior executives. He is credited with writing a variety of publications and technical reports; as well as teaching at many universities. He holds a Ph.D. and M.A. from New Mexico State University and a B.S. from Brigham Young University.
